    Public Works Department is dedicated to contributing to the achievement of the national development goals by providing safe, reliable and affordable infrastructure. Primary task of the department is to manage, maintain and develop the major national transport infrastructure assets – roads, ports and airports.

    Public Works Department currently manages the entire national road network which consists of nearly 3,000 kilometers of roads in rural and urban areas, while it develops and maintains a number of ports, airports and public buildings.

    A Word from Our Director

    “Public Works Department (PWD) is mandated under the Public Roads Act through which our Roads Policy and Strategy is derived. Thus, making sure that all declared public road networks around Vanuatu is well constructed and maintained to higher value for money that is acceptable to both the government and the people. We will work hard to achieve that goal such that Infrastructure is the bridge to economic development as outlined in the Peoples Plan 2030.

    Following on that note PWD will further construct rural feeder roads throughout the islands of Vanuatu to increase agricultural activities as well as allowing the ease of goods to be transported to output locations. Thanks to the support of the government in realizing the need for a strong local and export economy which will help raise living standards in the near future. We are already one step ahead and will continue progressively to achieve that goal.

    To all road users, please educate yourselves to respect roads through common sense, signage, line markings and other government regulations. Drive safely at all times and be cautious of pedestrians.

    PWD is also responsible of managing the Buildings Act from which we will make sure that buildings constructed in Vanuatu are of structural integrity, environmentally friendly, cyclonic resistant and accessible to everyone including people with special needs. We will work hard to achieve this goal through partnership and cooperation with other government agencies.

    PWD will adapt to change and bring forward change with innovative thinking and new technology since Vanuatu is now 41 years old. We also encourage the government and the people to work side by side with PWD to achieve a healthy growing economy for Vanuatu.

    The Public Works Department by default are addressing the road worthiness requirements outlaid in the Traffic Control Act (CAP 29), particularly Article 32 Certificate of Road Worthiness:

    (1) For the purposes of this section –

    “public vehicle” means a vehicle being used for the purpose of carrying passengers for hire or reward;

    “roadworthy condition” means a condition in which the vehicle or any part thereof does not constitute a danger or could not cause danger;

    “vehicle examiner” means a person being a garage proprietor in possession of a valid licence issued under the Business Licence Act [Cap. 249] or a person authorised under subsection (1A).

    (1A) The Director of the Department responsible for public works may authorise officers of the Department and other suitably qualified persons to examine motor vehicles. An authorisation must be in writing.

    All PWD workshops complete road worthiness inspections and certification of road worthiness. Peak period is between 1st October to 31st March in the new year to meet the legal requirement of Road Tax Fees – see Vanuatu Inland Revenue Road Tax Registration

    The PWD Construction Materials Testing (CMT) Laboratory is an integral component of Vanuatu’s quality assurance infrastructure, which ensures that the country’s physical infrastructure is of top notch quality and nothing less than Vanuatu’s citizen deserve. The CMT provides batteries of tests for the following materials: Soil, Pavement/Earthworks, Concrete, Hollow Block and Aggregate.

    Below you’ll find a downloadable price list and the associated test request forms.

    Recommended procedure for requesting a materials test from the PWD CMT lab is as follows:

    1. Download the appropriate test request form (excel document) below.
    2. Have the project engineer complete the form with the appropriate details and requested tests and then print the form.
    3. Deliver the printed form along with materials to be tested to the PWD CMT Lab located in the Nambatu area of Port Vila as detailed below.

    Roads for Development Phase Two (R4D2) Program

    The R4D2 Program is part of the 15-year commitment of the Government of Australia to assist the people of Vanuatu to gain increased access to a well-maintained and affordable rural road network. It supports the Government of Vanuatu, through the Ministry of Infrastructure and Public Works (MIPU) and Public Works Department (PWD), in their reformation efforts to effectively plan, build, and maintain its road transport infrastructure, while amplifying economic benefits to the local population.

    Phase 1 of the R4D program was implemented during the 5-year period from July 2013 until June 2018, superseding the earlier 5-year Vanuatu Transport Sector Support Program (VTSSP).

    The R4D2 Program is a three-year initiative set up with the purpose of fine tuning the skills and handing over the management systems developed during the first and second phases of the Roads for Development program. R4D2 is intended to complete this process in June 2022, when a further 2-year period of innovative road asset investments should be ready to commence.

    Public Works Department is aware of the pivotal role it plays in the sphere of the economic and social development of the country. In whatever we do, we therefore aim to embed the principles of equality, efficiency, resilience and sustainability.

    The PWD building unit is also responsible for ensuring all new builds, refurbishments and modifications comply with the national building code.

    PWD has significant commitments in time of disasters by maintaining access and coordinating the Shelter Clusters.

    Our mission is to manage the Vanuatu infrastructure assets that would be a catalyst for the economic and social development of the nation.

    Our vision is the efficient, safe, reliable and affordable transport network that serves the needs of the Vanuatu people.

    PWD currently operates from seven offices located in the six Vanuatu Provinces. Department employs more than 136 permanent staff.

    The services delivered refer to management, planning, design, supervision and implementation of the infrastructure projects. Services are delivered by our own capacity or in partnership with the private sector business entities. In addition to the services related to the infrastructure projects, PWD undertakes road worthiness inspections and operates a materials laboratory.

    PWD and the National Sustainable Development Plan

    In September 2017, the government launched the National Sustainable Development Plan 2016-2030 (NSDP). The document identified Government vision as “a stable, sustainable and prosperous Vanuatu.”. This is a People’s Plan, as such, the Ministry of Infrastructure and Public Utilities (MIPU) has the responsibility to serve the people of Vanuatu according to:

    Of direct relevance to Public Works Department within MIPU, are the following NSDP policy objectives:

    • Ensure that all public infrastructure, including health, education and sports facilities are safe, accessible, secure and maintained in compliance with building codes and standards
    • Enact clear infrastructure governance, legislative frameworks and standards for resilient infrastructure and maintenance
    • Improve partnerships and the cost -effective use of resources to ensure sustainable asset management and maintenance
    • Provide equitable and affordable access to efficient transport in rural and urban areas
    • Establish effective partnerships that facilitate the development of the private sector and rural communities as service suppliers in the provision of transport and the infrastructure sector
