Roads for Development Phase Two (R4D2) Program
The R4D2 Program is part of the 15-year commitment of the Government of Australia to assist the people of Vanuatu to gain increased access to a well-maintained and affordable rural road network. It supports the Government of Vanuatu, through the Ministry of Infrastructure and Public Works (MIPU) and Public Works Department (PWD), in their reformation efforts to effectively plan, build, and maintain its road transport infrastructure, while amplifying economic benefits to the local population.
Phase 1 of the R4D program was implemented during the 5-year period from July 2013 until June 2018, superseding the earlier 5-year Vanuatu Transport Sector Support Program (VTSSP).
The R4D2 Program is a three-year initiative set up with the purpose of fine tuning the skills and handing over the management systems developed during the first and second phases of the Roads for Development program. R4D2 is intended to complete this process in June 2022, when a further 2-year period of innovative road asset investments should be ready to commence.
