Assignment Title: Consulting Services for National Engineer Trainee for Occupational Health & Safety
(OHS) (Position for national)

The Republic of Vanuatu (RoV) has received financing from the World Bank toward the cost of the Vanuatu Climate Resilient Transport Project and intends to apply part of the proceeds for consulting services under this request for expression of interest.
The Republic of Vanuatu (RoV), represented by the Ministry of Infrastructure and Public Utilities (MIPU) is now seeking a qualified and experienced National Engineer Trainee for Occupational Health & Safety (OHS) so that national capacity in OHS is developed for future projects with regard to OHS safety measures at construction sites.
The objectives for the assignment are:
a. Train in: World Bank’s EHS Guidelines and good international industry practice, conducting periodic inspections, and analyzing risks;
b. Learn on the job on best practices and to design, verify, and strengthen the OHS system for the project;
c. Support the project’s commitments under the Environmental and Social Commitment Plan (ESCP) as they relate to OHS.
The Scope of the services are summarized as follows:
a. The Consultant will train under the IOHSS in:
• Project OHS Management System (OHSMS) aligned with World Bank EHS Guidelines, GIIP, and ISO 45001 principles;
• Translating EHS/GIIP requirements into practical project-specific standards, procedures, and Life-Saving Rules;
• Reviewing OHS governance framework (roles, escalation protocols, decision gates);
b. Incident Reporting and investigation: Work under the guidance of the IOHSS to learn to Record and report all reportable incidents;
c. Planning and design OHS integration: Work under the guidance of the IOHSS to learn to Review engineering designs, construction methodologies, traffic management plans, and work sequencing for OHS risks;
d. Emergency preparedness and medical arrangements: Work under the guidance of the IOHSS to learn to review and test multi-scenario emergency response plans; advise on site medical facilities, first responder capability, evacuation routes.
e. Subcontractor and supply chain oversight: Work under the guidance of the IOHSS to learn to establish a tiered oversight framework for subcontractor OHS performance.
f. Interface with PIU and the World Bank: Work under the guidance of the IOHSS to learn to prepare high-level OHS reports for PIU leadership and the World Bank task team.
g. Support PIU in responding to supervision mission findings and aligning corrective action plans with ESF, EHS, and GIIP expectations.
The consultant is expected to deliver the following:
a. Training plan guided by the IOHSS.
b. Monthly report on learning activities and training undergone with reference to the training plan.
c. Quarterly performance reviews with International OHS Specialist.

The consultant will be based in Espiritu Santo Island on a full-time basis; the duration of the assignment is 12 months, and extendable to correspond with the construction at the project sites. The consultant shall mobilise within 2 weeks of contract award.
MIPU now invites eligible individual consultants to indicate their interest in providing the Services. Interested Consultants should provide information in the form of a curriculum vitae demonstrating that they have the required qualifications and relevant experience to perform the Services. The minimum requirements are:
a. A degree in civil engineering/construction preferred or a diploma in civil engineering.
b. Working experience in construction sites, desirable.
c. Good general written and oral communication skills in English.
The selection process will be undertaken in line with the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November 2020 (“Procurement Regulations”) for open competitive selection. The most qualified and experienced respondent to this request for expressions of interest will become the preferred candidate for a negotiated time based contract.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (November 2020) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Le Gouvernement de Vanuatu a reçu un financement de la Banque mondiale pour la mise en œuvre du Projet de transport résilient au climat de Vanuatu. Une partie de ce financement sera utilisée pour recruter un consultant individuel dans le cadre de la présente demande de manifestations d’intérêt.
Le ministère de l’Infrastructure et des Services publics recherche actuellement un stagiaire ingénieur national en santé et sécurité au travail (SST) afin de renforcer les capacités nationales dans ce domaine pour les projets à venir, notamment en ce qui concerne les mesures de sécurité sur les chantiers de construction.
Objectifs de la mission
a. Le ou la stagiaire sera formé(e) afin de : – acquérir des connaissances sur les lignes directrices de la Banque mondiale en matière d’environnement, de santé et de sécurité (EHS) et sur les bonnes pratiques internationales du secteur ; participer à des inspections périodiques et à l’analyse des risques ;
b. apprendre, sur le terrain, les meilleures pratiques pour concevoir, vérifier et renforcer les systèmes de santé et de sécurité au travail du projet ;
c. appuyer la mise en œuvre des engagements du projet prévus dans le Plan d’engagement environnemental et social (PEES), en lien avec la santé et la sécurité au travail.
Description des services
Sous la supervision du spécialiste international en santé et sécurité au travail, le ou la stagiaire interviendra notamment dans les domaines suivants :
· système de gestion de la santé et de la sécurité au travail du projet, conformément aux lignes directrices EHS de la Banque mondiale, aux bonnes pratiques internationales et aux principes de la norme ISO 45001 ;
· adaptation des exigences EHS aux normes, procédures et règles de sécurité spécifiques au projet ;
· examen du cadre de gouvernance en matière de santé et sécurité ; déclaration et enquête des incidents liés à la santé et à la sécurité ; intégration des aspects de santé et sécurité dans la planification et la conception des travaux préparation aux situations d’urgence et dispositifs médicaux sur les sites ; suivi des performances en santé et sécurité des sous-traitants ; appui à la préparation de rapports destinés à l’unité de gestion du projet et à la Banque mondiale ; contribution à la mise en œuvre des actions correctives.
d. Préparation aux situations d’urgence et dispositifs médicaux : Travailler sous la supervision du spécialiste international en santé et sécurité au travail afin d’apprendre à examiner et tester des plans d’intervention d’urgence couvrant différents scénarios, et à formuler des recommandations concernant les installations médicales sur les sites, les capacités des premiers intervenants et les itinéraires d’évacuation.
e. Suivi des sous-traitants et de la chaîne d’approvisionnement : Travailler sous la supervision du spécialiste international en santé et sécurité au travail afin d’apprendre à mettre en place un cadre de suivi progressif pour évaluer et contrôler les performances des sous-traitants en matière de santé et sécurité au travail.
f. Coordination avec l’unité de gestion du projet et la Banque mondiale : Travailler sous la supervision du spécialiste international en santé et sécurité au travail afin d’apprendre à préparer des rapports de haut niveau sur la santé et la sécurité au travail destinés à la direction de l’unité de gestion du projet et à l’équipe de la Banque mondiale.
g. Appui aux actions correctives du projet : Appuyer l’unité de gestion du projet dans le suivi des recommandations issues des missions de supervision et dans l’alignement des plans d’actions correctives avec les exigences du Cadre environnemental et social (CES), des lignes directrices EHS et des bonnes pratiques internationales du secteur.
Le ou la consultant(e) devra fournir les livrables suivants :
a. Plan de formation, élaboré sous la supervision du spécialiste international en santé et sécurité au travail.
b. Rapports mensuels sur les activités d’apprentissage et les formations suivies, en référence au plan de formation.
c. Évaluations de performance trimestrielles, réalisées avec le spécialiste international en santé et sécurité au travail.

Le ou la consultant(e) sera basé(e) sur l’île d’Espiritu Santo, à temps plein. La durée de la mission est de douze (12) mois et pourra être prolongée en fonction de l’avancement des travaux sur les sites du projet. Le ou la consultant(e) devra être en mesure de démarrer la mission dans un délai de deux semaines après l’attribution du contrat.
Le ministère de l’Infrastructure et des Services publics invite les consultants individuels éligibles à manifester leur intérêt pour la réalisation de cette mission. Les candidats intéressés doivent fournir un curriculum vitae démontrant qu’ils disposent des qualifications requises et de l’expérience pertinente pour exécuter les services demandés.
Les critères minimums requis sont les suivants :
a. Une licence en génie civil ou dans le domaine de la construction (de préférence), ou un diplôme en génie civil ;
b. Une expérience professionnelle sur des chantiers de construction constitue un atout ;
c. De bonnes capacités de communication orale et écrite en anglais.
La procédure de sélection sera menée conformément au Règlement de passation des marchés de la Banque mondiale pour les emprunteurs de financements IPF (4e édition, novembre 2020), selon une procédure de sélection ouverte et concurrentielle. Le candidat le plus qualifié et le plus expérimenté à l’issue de cette demande de manifestations d’intérêt sera retenu comme candidat privilégié pour la négociation d’un contrat à temps basé.
L’attention des consultants intéressés est appelée sur la section III, paragraphes 3.14, 3.16 et 3.17 du Règlement de passation des marchés de la Banque mondiale pour les emprunteurs de financements IPF (novembre 2020), qui présentent la politique de la Banque mondiale en matière de conflits d’intérêts.
